An "illegal" without documentation wouldn't have a SS number and, therefore, taxes would be an issue. Depending on the dollar amount the US and the State collect their money up front.

In case the winner is illegal alien, he/she can collect $$$ and pay taxes just like us. Social Security Number is not the problem. IRS will issue TIN for tax purpose.
