    How can I make my brother and sister inlaw guardian of my daughter,, if anything ever happened to me I would like them to take her into there care full-time ?

    Even with full custody should you pass away then he will still have rights to the child. The only time that may change is if there is an adoption. So long as he remains the legal father he will have rights.

    Children are not property that can be left in a will. You can express your preference about who should care for your children in your will, but that is not binding.

    If something should happen to you and the father wants the children, he may be able to take them. Your brother can fight this citing his history of domestic violence and your wishes, but a court may rule for the father.
