I'm 21 years of age I have not had a baby ever. I have recently for the last 6 months been getting these bumps on my breast and underarms they are not normal bumps from shaving they start under the skin and then get skin over them and eventually pop then they stay there and then it starts all over again I have like 10-15 of these things between my breast and armpits and they hurt so bad that I cry and can't move my arms or sleep or anything. What are they and what should I do?

I would talk to your doctor. It is hard to say if it is just acne or boils or what. Internet diagnosis just isn't easy and should be avoided.
