Under normal circumstances I would say it is a defective timer. Actually it is a defective set of contacts in the timer BUT you have to buy the entire timer to get the contacts. Before replacing the timer always test the old one to be sure what I am telling you is correct. Then change wire for wire so as not to place a wire on incorrectly when you change the timer out.
