How do you get rid of it? On a budget?
I was thinking of trying hydrocortizone cream...
But I'm not sure that would work.

Nothing works great on it. Over the Counter you can try Urea, lactic acid, and alpha hydroxy compounds. Doctors can prescribe Retin A, and in severe cases Accutane. I don't know how old you are, but it usually improves with age.
Keratosis Pilaris (KP) is a disorder of hyperkeratosis. It is a very common benign condition, which presents as folliculocentric keratotic papules. It's also a hereditary condition. Keratosis Pilaris cannot be cured, but it can be treated. Use a loofah scrub in the shower or bath to remove the dry skin, and then apply a moisturizer. If you can't afford to see a dermatologist for treatment, there are different over-the-counter products, such as creams and lotions that can help soothe and treat this skin condition. You should go to a pharmacy and ask the pharmacist to recommend a proper treatment for you.
I have keratosis pilaris and it is a very self-esteem-debillitating skin condition. I would recommend skipping right over the over the counter things and dermatologists and going right to a homeopath. The problem is internal - once you fix that, the kp will be gone. If you choose to go the OTC/Derm route, you will find a wealth of frustration in trying this/trying that... only, in most cases finding nothing has allieved the situation.
