I am 25yrs old and have had heavy, white, lotion like vaginal discharge since the age of 18, sometimes it smells and other times it doesn't, I have been to many gynecologist for test and all can back normal for everything including BV and Yeast, what could this problem be? And yes I am sexually active and do use protection.

Normal discharge is clear or white. Some women have minimal discharge, others have heavier discharge. This is normal, and the amount of discharge differs from woman to woman.

The only time to be worried is if the discharge is a color other than clear or white, or has a foul odor. That's when you should see a doctor.
