I have a problem with a Hot neutral. (This line hits 4 locations with lights & outlets) When disconnecting neutral (the line in question) at the panel. It is feeding back 110! When the breaker is turned off, I have continuity in both the lines. Now I could not duplicate those results further down the line when it was all hooked up.However by tracing it back I isolated All outlets in rooms 3&4.Then checked all outlets & switches at locations 1&2. I did not have a good ground at these locations & when tested Ground to neutral I would get 30 Volts? Same with ground to line 30 Volts? But get the 110 when testing line to neutral? It sounds crazy, I know. I am stumped & any help would be appreciated greatly. .

When disconnecting a neutral at a panel with the breaker on, you will have 120 volts coming back, since it is the return conductor for the circuit, and the circuit probably was complete with lamps or some other device using the circuit.

30 volts ground to neutral is a problem. Need to take all connections apart from panel to rooms with problem and check all connection,s possible short between neutral and ground, etc.

Sometimes, when the bare ground gets folded in a box, it may come in contact with a neutral screw on a receptalce. That may be the cause of the issue.
