Hi my grandmother came illegally to the USA from guatemal in 1980 and left on her own will in 1991. On her way out back to guatemala she didn't have a passport but they allowed her to leave. It is 2012 and the USA embassy won't give her a visa. Is it possible for her to come to the USA anymore?

They don't just hand them out to everyone who asks... there is a quota every year... she has to try again next year. THe fact she has been outside of the USA for 11 years and left without being deported means its possible... but like I said, everyone who applies each year doesn't get one... she has to keep trying.

Anyone who overstayed longer than 12 months would be banned from entry for 10 years, then it's up to the consulate. Impossible, I would say...
