I have a leaking shut off valve on a toilet. I cannot loosen the packing nut to relace washers or what else that may be faulty in the valve. I have applied a lot of pressure but cannot get it loose. Is there an easy way?

If I were you, I would replace entire valve. Valves are inexpensive and it takes few minutes to replace. Also, depending on what kind/type/brand of valve you have, you may have hard time getting replacement parts for your old vavle.

To remove old valve, shut off water for the entire house ( at the main valve outside ), release pressure by opening water in plumbing fixture below, unscrew old valve, install new one in close position - and open main water valve again.

Hopefully the angle stop is not soldered on. Most are threaded to a compression fitting. New valve is $5 or so and you can most likely use the new valve with the old fitting. I usually put a light coat of plumbers grease on the compression nut and it has never yet leaked.

I am with the guys, rarely do I ever fiddle with repairing a flush valve. A Fluidmaster 400a is under $10. Since you are referring to a packing nut this must be an antique

I think they said "shut off valve ".
