Of course. Generally a spouse of a close relative isn't a blood relative. If she is, then you need to work out what the blood relationship is, and then go by the laws of your country.

An in-law usually isn't related by blood to you. But it's possible.
You are related by blood to your mother and her brother, and his sister in law is the sister of his wife, who has no blood relationship to him, presumably. So neither does his sister.

But in some cultures there is a lot of complicated family inter-marriage, so it's a good idea to make sure.
