It started when she was 2 yr old. We lived with another family, friends of ours. We would hear her at night talking to someone. She said she talks to a little girl in a red dress that used to live there. Well ever since then we've moved several times. But we never heard about the little girl again. So my grandparents are both gone, grandpa died in 2002, June. Grandma died in April 2010. Her father says he sees something white float from the bathroom to her room every night. We used to see this at my grandparents home when we lived there. I think it was my grandfather walking down the hallway. But would he have followed us here to an apartment?

Why would you just assume it's your grandfather?

Spirits can move anywhere they wish... and attach themselves to most people that they wish to. That, however, is not your grandfather as human spirits do not remain on earth after death.

It is most likely this is the same spirit that used to manifest to your daughter when she was two... again, not a human spirit. Spirits can take form of anything or anybody... don't be so easily deceived by it.
