You can pick who you want to live with when you are 18.

In order for your brother to get custody of you, he would need to take your parents to court and prove that he can take better care of you than they can. That's not very likely.

As noted a child can never choose. Only a court can order a change in custody. Depending on where you live, a court may give some weight to your preference. But its unlikely a sibling would be able to get custody unless there was evidence of abuse.
