    Hi,

    My husband came on a J1 visa, due to the treaty between USA and Germany he was excempted from taxes he was working on research. He intends to stay in the states more. I KNOW he has to return back all taxes, but do you have any idea about the process of return? Can he do it on monthly payments?

    He will need to file tax returns for the past two years.

    Yes, the IRS will let him pay on a payment plan.
