See him at school. Perhaps ask your parents if he can come over to the house when they are home. If they are there, they might be OK with you spending time together. Let them know you hope to date him when you are 16 and would like them to meet and get to know him.

If you don't think they'll go for that, see if they will let you have groups of kids over including some boys. When my son was 15 he was allowed to go out with mixed groups of girls and boys, like to movies or to Taco Bell or roller skating or whatever. Would your parents be OK with that?
