    Under what circumstances is filing a false police report in NC a felony?
    If the false report was made on assault and kidnapping, would the person who filed it be guilty of a felony?

    A 1 sentence hypothetical situation isn't really answerable.

    The trouble with any 'false' report is proving it was false. So start at the beginning, and tell us what happened. Is this about a child of separated and feuding parents?

    A girlfriend filed a false kidnapping charge against her boyfriend, the charge resulted in a felony.
