Can a non-union company, who is the low bidder, be denied a public funded prevailing wage job because they are non-union ? The state is Wisconsin

Unless there is some other stipulation in the contract, or a local union agreement in place (which there sometimes are), I don't believe a low bidder can be denied the project but the low bidder must still pay the specified wages of course, and provided that all other bid requirements are satisfied.
