First you have to ask your parents if you're allowed to date, that is if you're under the age of 18, which it sounds like you are.

If your parents agree that you're allowed to date, than ask this boy out. If he says yes, he'll have to ask his parents if he's allowed to date. If they agree, than you can go out.

If you're too shy to ask him, than you forget about him and move on.

Don't ask him... Just show him some affection and he'll ask you himself
