    A 1 piece toilet is lower. Have you checked HD and Lowe's? They have some 10" in stock but not sure of height. Why are you limited on height? Vanity in the way?

    Most two piece toilets measure 28 from lid to finished floor. Go on line and Google 10" regular two piece 10"rough in toilets and take your pick of price and manufactures, Good luck. Tom

    Here's a link to several toilets that are specifically designed for a 10" rough-in.

    Please just make sure that the model # ends in ".10". This is how Toto designates 10" rough-in models. I personally own two Drake 2 piece round bowls - though ours are the 12" rough-ins. These are amazing toilets. We haven't used a plunger in over a year.

    Depending on the make/model, you can get one of these delivered to your door for $200-250 or so. Including soft-close seat (these are great - no more "CLANK!)".

    We got ours from national builder supply - and they seem to advertise here. One of our units arrived with a broken tank lid and they took care of it, without question. I didn't even need to email them a photo or send it back.

    Jeffersons link only gave you one manufacture to choose from and Toto is top of the line but quite pricey.
