I continue to receive City demands for keeping up the property

What is best course of action?

And why haven't you evicted them in 2009 and or charged them with tresspassing? Of course YOU are liable as the property owner...

If the renters aren't paying, evict them and get in new teanants. Why have you waited so long? Be sure to follow proper procedures for eviction in your state - it starts with written notice.

I'm also curious as to why you have allowed them to live rent free for 2 years. While they are at fault here, so are you for not taking proper action.

Give them a pay or quit notice, follow it up with an eviction order, get them removed then fix up the property and rent it to new renters that you have screened.
