will 2 x 12... 19 feet long be sufficient for live load with 2 foot centers

This is a question u will have to have answered by a construction engineer or certified architect. A lot depends on the area of the country u are in and the possible snow load.

On a flat roof or near flat roof u will get valleys between rafters at 24''. I would recommend 16'' on center.
