I have a Briggs and Stratton 15.5 hp which starts great when cold but once warm and is shut off the starter does not even turn over, it is just like the battery is dead. Once the motor is cold it will start again with no problem, would this be the starter or coil?

Most likely motor is over heating.

So how would I rectify this problem?

Check oil.
