Are there institutions or organisations that can help emerging young authors to publish their books

Not that I have ever heard of, because they don't know if your writing is good or not... but many authors are finding success self-publishing online. Start with Amazon - I'm not sure how it works, but have seen it and heard of others doing it. It's all done with keywords and excerpts. Make a page for the book on Facebook (with an excerpt) and get family and friends to start the sharing.

You may have to send your book to dozens of publishes and still here no, Often many have to self publish, or do a online publish.

First step is to write your book, get editing and other work done to it.

Joy and Chuck are correct. Good editing is especially important. Self-publishers are beginning to really crack down on badly written books.

A totally free self-publishing ebook site is Smashwords, but be sure to read their formatting manual first and EDIT your book.
