Depends on what the judgement was concerning.

In general and usually, yes. A money judgment does not keep you from leaving Canada or entering the US (specifically). Debt/credit issues are separate.

I'm former Homeland Security (US) and I pre-cleared in Canada. I never saw anyone questioned about debt issues.
