He may not have enough testosterone, or he produces it more slowly. Testosterone isn't the entire story, but it's most of it. All those 'ED' (erectile dysfunction) ads you see on TV are for drugs that help the libido. Viagra, Cialis... available by prescription only, because they cannot be taken by men with heart problems or other problems.

Men have what is called a 'refractory' period. This is a period in which his body is calming down from the last ejaculation/orgasm and resetting for the next one. This time varies from male to male. It can last for minutes to days depending on the person.
Mentally, he may want 'seconds', but his body needs recovery time. It is saying that it is tired and/or over-stimulated.
You can try waiting more time between the first and second go-rounds or make the first time even better by making it last.
