Depends on the qualifications for being a notary in your particular state or country. But probably not: you were not convicted of a crime, correct?

What were you arrested for? Unless it involved dishonesty, I find it hard to believe the regulations for becoming a notary in your jurisdiction would have anything about it.

Actually if it involves taking an exam, you probably can answer your own question. Review your study materials and see. :)

"... A criminal history does not necessarily preclude a person from becoming a New York notary. Felony convictions and certain misdemeanor convictions, however, can disqualify someone from an appointment. ..." State of New York Notary Requirements | eHow.com

"An applicant is ineligible if he has ever been convicted of a felony or certain specific offenses, including: unlawful drug possession, prostitution, illegal possession of a firearm or other weapon or possession of stolen property."

It looks to me that you weren't convicted of anything. It doesn't look look there will be a problem. Giving a false name could have been a problem, but apparently they didn't charge you with that.
