You are leaving immediately so what is the difference? Why should they pay for two weeks if you are not there?
If you are in a "work at will" state, they can do that. It's not illegal.
It is very common to let you go the same day as you give notice. That is your termination date. Company insurance ends on the last day of work

I believe you're entitled to COBRA. It's an extension of your health coverage that YOU pay for while you make attempts to replace it. I'd pay a visit to HR to discuss it...
It's a government program so without further details, I couldn't say whether you'd be covered or not.. But, YOUR case is the EXACT reason the law was passed... If they DENY you again, ask them to put it in writing.
