I need to replace the fog lights in my 1998 Toyota Camry. These are the round lights that are located in the front bumper.

You should be able to access the fog lamps from underneath the front bumper. Remove any close-out panels that may be between the bumper and lower radiator support/engine cradle.

I know this, how do I get the bulbs out?

They usually twist lock or are held in by a lock wire that snaps off. Look at the back of the bulb holder. If you see a wire across the back of the bulb, you unsnap the wire and pull out the holder. If no wire, twist the holder to the left until it unlocks.

Take a close look at the replacement bulbs and you'll see both how they engage into the lamp plus how the connector fits securely to the bulb.
