I want to know if a toddler can be harmed by others smoking marijuana around them in a small place and if so can they be tested and how?

They can be harmed in a variety of ways. First, we have to consider that the adults present and doing this are impaired, so the care provided to the child is substandard. Second, the example to the child is horrific. Third, the type of people who would do this around the children are pretty predictably total morons, so there are lots of hazards of having a child around and cared for by morons. And, of course, it's smoke. We're not meant to inhale it. It can contribute to asthma and allergies and other breathing issues, ear and respiratory infections, etc.

Yes they can... recent medical studies indicate it reduces the IQ by 8 points permanently. They should be able to be tested for it... depending on how much and how frequently they were around it.

Of course, and it's a hair follicle test. I've seen such tests used as evidence in child custody cases.
