    I don't know how to do this problem that's why I am asking for help, if you can show the procedure of each steps that would be great.

    For each of these start by adding the vector F (the river's velocity vectyor) to each of the row boat vectors - this gives you the actual velocity of the boat relative to the shore. Then you can answeer questions such as which route is fastest across by seeing which one has the largest horizontal component.
