In Florida, is the landlord responsible for providing window coverings for all window in the property he/she is renting out?
I don't think a landlord is responsible anywhere to provide window coverings. Everyone who rents would have their own preference, so what's the point. But... as far as I know from renting from time to time there is always window coverings left by a previous tenant, or blinds already in place.

Window coverings are considered furnishings. Unless the unit is being rented as furnished, then there is no requirement. Generally, however, if the unit ius being rented furnished, then it would be rented as is, so whatever is there when the lease is signed is what you get.
