There a lot of people living in Canada and USA who would like financial aid as well, but can't get it, of course, unless destitute then there is always welfare.

Students on our continent pay a lot of money in tuitions, some can't afford it and have to work two or three jobs to get the university education they want.

I'm in the US and I worked at least two jobs and paid for my own college. The economy is worse now.
