Sure, I imagine starting a travel agency is no more than a matter of someone telling you the budget and procedures. Clearly, it is that simple to start up a business.

Basically, what I'm saying is that starting a business involves a little more than you are asking for here. You need to research it and know what is involved before you jump in. Nobody here is going to be able to tell you what you need to know.
