Can a non custodial parent have TPR revoked and still pay child support
Can a non custodial parent have TPR revoked for non payment of ordered child support and no physical contact with the child in over 2 years in the state of VA? The parents were never married and the father moved out of state over 2 years ago. The father was ordered to pay child support and has only made 5 voluntary payments. Last voluntary payment was December 2011 and non-voluntary (tax return) May 2012. Please advise.

The non-custodial parent had his rights as a parent terminated (TPR) and now wants that order revoked? On what grounds?
