I am currently on H1 B and my employer didn't ran 3 month payroll but I was still working with them.
Finally I left my employer and now looking to get transfer my H1 to another employer. My problem is I don't have any current pay stubs, so can I still get my H1 transferred to a new employer?

What do you mean "forget to run"? Did they not pay you for 3 months at all ? Someone does not forget to run payroll for 3 months.

You can get a letter from the old company stating what was paid you and what if any taxes were deducted.
