    Depends on the rules of the court. Some permit it, others don't.

    Usually without reasonable cause you can't have one, depends on the problem. Call the court where you are being summoned and speak to someone there, explain why and see if you can. There should be a paper to fill out. Good luck

    A few posts back, you tell them it depends and to call the court to see if they can... now you say no. Kind of conflicting, isn't it?

    Yes. That would be an attorney licensed to practice in your jurisdiction. The problem, usually, would be the need for witnesses. Your attorney is going to need one or more witnesses to effectively make your case.
