    You aren't telling us much to go on... sounds like a burst water pipe and someone is going to have to get in there and look. 'Loud humming noise' to me usually means transformer, but not when water is spraying.

    If water is spraying you have a broken pipe or a disconnected joint. The humming is possibly the pressure regulator. Turn the water off at the street box and find the leak. Did the hum go away when the water was turned off?
