My Legend-brand frost-free outdoor faucet is leaking badly from the relief valve. I removed the metal cap but do not know how to remove the inner (male-threaded) PLASTIC part that supposedly has an O-ring inside of it (which I hope to replace). Is there a special tool required to remove the plastic relief valve?

Alternatively, what is the best way to permanently SEAL off the darn relief valve?
