Okay So my penis is bleeding first time I've bleed there but I'm not peeing blood please someone help me

If it is not blood in the pee, how is it bleeding ?

Why?

Why would you be afraid to talk to your dad about this? Bleeding can happen for many reasons. Your dad won't think anything badly about this, he'll hear you, and realize that you need to see a doctor.

What other choice do you think you have? We can't do anything for you online. Only a doctor can tell you what's going on. Since you're a minor, you need your parents to take you to the doctor. So your options are to tell your parents, go to the doctor, and hopefully it's nothing too serious, or, you leave it, and hope that it goes away by itself which is very risky. If it's serious and you leave it, you could lose any normal function in your penis, or worse, your life.

I guess you have to decide how important your health and your penis are to you.
