Tried to fix pull start recoil on my TORO Recycler 5.5 self propelled mower.
The recoil has no tension when wound. Do you have any suggestions?

You do not state an engine brand, which is most commonly of assistance to an answerer. If I assume a Briggs engine, then it is truly amazing what you can find on YouTube, and here is a link:
