Congress can make different naturalization and bankruptcy laws for different states
The US Congress does not makes laws for individual states.
Congress can make laws that apply to ALL states, as long as those laws deal with constitutional rights given to Congress. Congress cannot make laws that differently to different states.
For example there is one Bankruptcy law, but each state is free to set its own exemptions under that law. But there is only one law.
Immigration is not a state issue, it is handled only at the federal level.
