    Father's rights
What should a father do if he is not on the child's birth certificate and the mother of the child refuses to let him see his child

He should go to Court, request DNA testing and ask for custody and/or visitation.

He, of course, will probably be ordered to pay support.

First its not a good idea to piggyback your question on another thread. This can lead to confusion. So I've moved your question to its own thread.

Why isn't the father on the birth certificate? Did the mother not allow it?

The father should file in Family court for joint custody and visitation. The court will probably order paternity testing. If positive the court will order the birth certificate amended and probably award the father visitation.
