I have legal custody of my niece I will like to adopt her what option do I have?

A lot depends on where you live... and if you are married... and if you can get the permission of any living parents.

How did they sign over their rights? That's only possible if an adoption is in the works. Did you already file to adopt this child?

Is the child a ward of the State, temporarily placed with you?

What is the exact legal status of the child?

It is entirely possible, if you currently have Court-ordered custody, that adoption would be the logical next step.
