I want to determine the approximate total electricity consumption of the fixture with a magnetic ballast and an electronic ballast?

If you have the ballasts, the ampere draw is written on them.
Then it's just voltage x current = watts.
If this is a more theoretical question be aware that electronic ballasts come with different
power factors, so again they will be marked with the ballast.
From an overall efficiency standpoint the electronic ballasts usually win.

But I want independent verification with a wattage meter.
I don't want to accept their tube and ballast wattage draw just cause they say so. Although I can't imagine a significant difference?
But I assume the electronic ballast PF should be a 95.

Are you looking to buy or rent a wattage meter?
I have several, but not for rent or sale.
You can buy a wattmeter at Harbor Freight and then you will know.
