Can a person with H4 status in the US periodically leave the US and perform contract work outside the US for a US company.

If this is allowed, I understand one has to provide the payer with a W-8BEN.

However it says on the W-8BEN:

Do not use this form if you are "A U.S. citizen or other U.S. person, including a resident alien individual".

Is an H4 not a resident alien individual?
