Where is the best spot to ground the battery on a 97 plymouth neon? I currently have it ground out to the frame just in front of the rad but lately I seem to be having some power bleed out going on. Any help would be appreciated!

Clean all connections with abrasive cloth and apply dielectric grease. Check cable for hidden corrosion and breaks.
