I am required to have an interlock device installed on any vehicles I own. I have not gotten my licence back yet but will soon and I own no vehicles. Now they will send my licence. Once I have paid all fines and costs. When I get them back do I still only have to have the restricted licence for 1 yr even though I'm not driving for that full year? Or once I do start driving say a yr and a half from now, will I still have to have the interlock?

You have to have the interlock for the full period starting on when you get your license back AND register a car. You can't run out the clock any other way.
