To answer your question: you can purchase Fernco shielded ( aka No Hub ) coupling that has stainless steel band covering rubber part of the coupling. Just about every plumbing supply store will carry this coupling.

Are you talking about a plastic flange? If so you can replace it with a metal flange.(see image).
A better solution would simply exterminate the rats. Good luck, Tom
