I'm separated, my husband and I had papers notorized in Florida where we live. I moved to Pennsylvaina. He is threaten not to honor the agreement that was notorized. Can he do that? Not honor the agreement.

What kind of agreement? Being notorized doesn't give it the rule of law... it only means it was witnessed by someone that saw it signed.
Until a sepration agreement is ratified by a court it can be rescinded. Notarization only means it was witnessed. A court may not like him going back on such an agreement but it is his right.
Separation paper work, child custody, divoce paper work, property division ?
But since it is not court approved and signed by the judge he is free to change his mind and merely notify you that the agreement is no longer acceptable,
You act like a notary is some magic legal filing.
It is just a professional witness. A notary is only a witness , So it does not make it any more legal, just acceptabled
