I installed a Bradford white 50 gallon gas heater and the water in the tank is hot I know this because the copper pipe going out is scorching hot but the water is only Luke warm at the faucets and shower

I assume that means you actually did the installation yourself.
Did you do any soldering on the pipe close to the cold water input connection?

Harold wants to know if you damaged the plastic dip tube when you soldered in the cold water feed.
A dip tub's made of plastic and has a flange that can melt allowing the tube to fall into the tank if overheated and melts.
Its function (see image) is to direct the cold water to the bottom, If the dip tube fails it would give you the problem you now have,
Shut the water off and open up the cold water inlet and check the dip tube, Bye the way, Do you have a recirculating system installed? Back to you, Tom
