I allowed a friend to store a Rv on my property and allowed it to be hooked to my electric so he could access his stuff and use it a an office as he works on computers as do I. He has taken up residence full time and there is no hookups for bath rooms. He has been causing drama and has people coming all hours of the day and night. I verbally told him he had 2 weeks to move the rv. But now says I must evict him. I haven't charged him any money so can I just cut the power? And what are my other options.

I don't know where you are but in almost every place he is a tenant and needs to be evicted.
